[
RAW INTERVIEW: Dennis Hess, (D) Berks County Coroner ]Bybel was the county coroner from 2002 until 2005. He campaigned on the philosophy that the coroner's office should be primarily staffed with people who have a medical background. On the other hand, Hess, a former police officer, feels the deputies should have more of an investigative background.
Bybel fired many of the coroner's office employees on his first day in office in 2002. That led to a lawsuit that forced the county to give the fired staffers jobs in other departments. Hess then took the back when he took office.
